First, you will need to contact Adobe - http://helpx.adobe.com/contact.html
2nd if "recently bought" means less than 30 days, you may return to Adobe for a refund... IF you bought from Adobe... if you bought from some other vendor, you will need to contact that vendor

I would give the following link to Adobe a look since it seems more specific for Premiere Elements.
After the link opens, click on "I still need help" to bring up the Adobe Chat pop up.
The link should open with the topic choice for "Orders, refunds, and exchanges" (which I pre-selected).
