Why bar stops downloading?

when installing flash player the bar stops at 50% everytime because it says internet explorer and skype is open. But they are not, i close them every single time. why doesn't it keep downloading and why does it says its open when it is not? please help install flash player

Download the following file by right clicking and selecting "Save target as"

Flash Player for ActiveX (Internet Explorer)

Save the file to your Downloads folder - DO NOT RUN it yet.

Reboot your system.

BEFORE opening anything else, go to your Downloads folder and run the ActiveX Installer.
