Headings should not interfere with footnotes. What version of ID are you using, Mac/Windows? Can you show a screenshoot of the page with trouble with Type/Show Hidden Characters?
Footnotes are always placed at the bottom of a text frame. In the picture it is clearly visible that the upper text frame ends in the middle of the page.
By the way: that turquoise color for headlines is terrible.
The text frame runs all the way to the end..
IT somehow just places the footnote at the end (again if i remove the headlines the footer moves to the bottom).
Every page is made up of 1 frame in my document..
That is a mystery!
Can you provide a sample file to work with?
It's best to use File>Export and choose IDML
I think in InDesign CC it's under File>Save As ... could be wrong....
Anyway - try opening the IDML file and see if that fixes the issue you're having.
Can you please check that it is only happening on that file and no other files too?
I know about IDML, because I am also having a problem with the typing speed (other discussion), so I've tried converting and doesnt work sadly..
I think somehow indesign uses the heading as ending of pages, but here is the link:
In your Kop 2 style it's based on the Table of Contents
Changing this to be Based On - Kop 1
Fixes the issue
Edit Kop 2 style
Change this to Kop 1
I also see this as a bug.
Where your Table of Contents style has the Keep Option of Starting on a New Page
So your Kop 2 style was using that Keep Option to start on a new page
But it wasn't really using it - and the footnotes thought it was the end of the page
Then the footnote went above your Kop 2 style.
This must be a bug.
It's expected behavior, not a bug. The Kop 2 style on which the heading is based is set to span columns. Remove the span attribute and the footnote will move to the bottom of the page.
