Do you have the Acrobat SDK? Do you have Acrobat Pro?
Running acrobat pro 8.1. Don't have the SDK, but will get if needed
Adobe don't supply the SDK for unsupported old versions of Acrobat, but you will probably be OK with the oldest available (9.x ,10.x?)
All Acrobat developers need the Acrobat SDK, as that is where all the developer documentation lives. Expect to read a lot of documentation, the SDK has a steep learning curve: you can't learn from examples, copy/paste etc.
Found a workaround, in pesudocode
Run('path to acrobat.exe "file.jpg" ')
wait for it to open
oPDF = acroexch.app.GetActiveDoc.GetPDDoc
oJS = oPDF.getJSObject
You can repete that for more images, and after you save as pdf use
oJS.insertPages() to merge them into the first one
Why is making other file types into PDF's so dificult anyways? Couldn't they add a createPDFfromFile function to acroexch.app or somthing?
