One CAN still Keyframe the Audio Volume. This is usually most easily done by adding Keyframes in the Audio Clip in the Timeline, and then making the adjustments there. Just make sure that Volume Keyframes are shown (default).
One can also do that with the Audio Mixer.
What version of Premiere Elements are you referencing Premiere Elements 12 back to?
In 12, there are opportunities to keyframe audio

Thanks, I found the volume adjustment in the adjust tab. But I can't seem to find how to rubber band in the audio in timeline. My audio just shows up as a light green box.
Both the video and audio offer choices of track display style.
In the case of the audio content, there are two choices to toggle between. On representation is a green background with a black horizontal line through its middle. The other is a green background with an orange horizontal line through it middle. The latter has the wave form. (Check it out...you should be able to Ctrl click the line in either form to create a Volume keyframe if that default is set.
Look to where it says Audio 1. To the left of the words Audio 1 is a speaker icon. That is what you use for the track display style toogle. If you did not want to use the Ctrl click on the line to place a Volume keyframe, you could move the Timeline Indicator to the location where you want the keyframe and then hit the diamond middle icon directly under the words Audio 1. There is a trio of icons there. left to right. Go to Previous Keyframe, Add/Remove Keyframe, and Go to Next Keyframe.

PERFECT! I either forgot or didnt see the icon to witch views. I think my PE9 defaulted to waveform view.
