          Welcome to the forum.

The Guided Edits were added in PrE 12.

          Good luck,

This FAQ Entry has more info on what else is new in PrE 12: http://forums.adobe.com/thread/1302843?tstart=0

The Guided Expert and Guided Quick workspaces to which you refer as Guided Edits are new features in Premiere Elements 12, not in 11.

              Guided Expert

You see the same drop down listing if you selected Guided Quick instead of Guided Expert.

The offerings from top to bottom are:

              Getting Started with Premiere Elements

              Trimming Unwanted Frames

              Adding Transitions between video clips

              Adding Scores to your movie

Adjusting Brightness + Contrast & Color

              Adding Title to your movie

              Adding Narration to your movie

              Creating a Picture in Picture

              Animate graphic easily

If you were to click on "Adding Narration to your movie", the following is the first thing that you would see.

How long have you been using Premiere Elements 11? Did you use a version of the program before that? Depending on your reply, you may be beyond this Guided feature.
