CS4 is not supported under 10.9. My only advice is to try uninstalling
When I need to use old programs like CS4 on new operating systems like 10.9, I usually make a virtual machine of whatever OS would be best for my old software - VirtualBox is a free, as is the end-user version of VMware. So if CS4 was supposed to work well with 10.5, I'd make a 10.5 VM and install all of my 10.5-era software there.

So, I sincerely apologize if I did something to cause an issue. I'm trying

So far, I think, only one has been successful at getting it to run, and he uninstalled and reinstalled.
