If you have two movie clips, that is, two VIDEO_TS files, and try to burn them to the same DVD using something like ImgBurn, the software attempts to overwrite one of the files - which is to be expected. Nor can you rename one of the files to something like VIDEO1_TS.
How then would you burn two separate VIDEO_TS clips onto the one DVD?
It is not possible. A DVD can have only one VIDEO_TS Folder. Google search will bring up lots of information on that point.
Have never tried it, but I guess there is a possibility for a double sided DVD disc, each side allowing its one VIDEO_TS.
What you might do is to take the video (VOBs) from each into one new project for burn to disc or folder in Premiere Elements.
I thought not!

Just was doing so more reading on the double sided DVD. I never thought about it and was reminded by one article "There is no place to put a label."
One consideration may be a multi disc set of DVDs.
