it just does not even start !!

Are you on a computer with a Retina display? That's been known to cause problems.
Otherwise Premiere Elements 11 and 12 work just fine on OSX Mavericks. I'm running them on my iMac.
You may want to ensure you have all of the Mavericks updates from the App store first.

There are also some unique challenges to versions of the program that are downloaded from the App Store, for some reason. I don't know what the solution is there -- except maybe try uninstalling and downloading the program from Adobe's site and see if your App Store version's serial number will validate it.

Isn't the App Store from Apple, not Adobe? So you would need to ask Apple where to look
i have the same problem with pe-11. I bought the program in the appstore a few months ago. Now nothing works. And the best is, now the program was been removed at the appstore. And now? is there a solution?
