Please try signing out of the Creative Cloud desktop app and then sign back in and then try launching InDesign and check the settings again.
Also, remove C:\Users\(username)\AppData\Local\Adobe\OOBE\opm.db and restart Creative Cloud desktop app.
Now launch InDesign CC and then check the Sync Settings prefs.
i was tried your advice but it nothing happened and still show deactive button
What do you see under the Help menu as is: Sign In or Sign Out: your Adobe ID. Have you tried creating a new administrator user account and then tested the issue.
I'd also want to ensure you can sign-in to the Creative Cloud app and Creative Cloud website with your Adobe ID successfully. https://creative.adobe.com/
Maybe sign-in to both with InDesign CC closed, then launch InDesign and test to see if the options is still unavailable.
I read "and also wrote signed in as not signed inwhereas im signed in my cc aps dekstop" but didn't quite follow what you meant.
