Android (the OS used by Kindle) dropped ALL support of Flash last Summer. Flash Player 11.1 for Android 4.0 (188.8.131.52) was the final build Adobe made for Android, and it was NOT intended for 4.2 or 4.3 Android builds.
See: "Why can't I install Flash Player on my Tablet?" (Kindle or Samsung Galaxy) for a detailed explanation I was given by Amazon regarding this.
Googling "Sideload Flash Player" will list a number of pages that have instructions to skirt around the Google Play block on Flash Player installation but... Neither Android nor Adobe endorse or support "sideloading", and you assume all repsonsibility if it crashes your Kindle should you choose to do so.
