99.99999% of the time that means that you have put a stop marker at the end of the last item on the Timeline.
Please check out that probability and remove the stop marker if it is there. It serves no purpose there but to cause problems such as those that you are encountering.
If that is not the case, then we will rethink the issue.

Before crying out for help I had several (failed) runs sorting out
various probable "suspects" but never even thought of that harmless
looking little red mark.
By the way, it's PREL 11 I'm working with(I was wrong) but when it comes
to problems the version seems to make no difference.

There are many issues that are common to various versions of Premiere Elements, but then there are some that are unique to a particular version.
That stop marker at the end of the last item on the Timeline seems to be hitting all the versions..most of the time with the error message that you encountered.
