I can only assume you're using the downloader/installer from this site.
Try this: How to perform a "clean install" of Flash Player in Mac OS X
Wiht the FULL installer downloaded, it doesn't have to download and connect during the process.
If the "clean install" fails, post back here.

It seems that the part that was key from your instructions was the part about the Flash Player Install Manager folder. Once I got rid of that, it worked. All the other steps had no apparent effect.
