What effect(s) are they using in this screenshot?

I'm trying to replicate the effects they have applied to the bluish/green chart they have in this video. It seems like some kind of glow with the opacity turned down? Can anyone point me in the right direction? Thanks.

Just create your graphic. Set the blend mode to add, screen, or overlay and see how it looks. To get the glow I'd duplicate the layer and add some blur to the top copy then experiment with blend modes and opacity blend modes. You might even want to set up a pre-comp with  a gradient overlay and preserve underlying transparency applied to the gradient layer. Glow may also work but it's less predictable with line art or shape layers than just duplicates and blur.

The trick to the look is applying the right blend mode and having a background suitable for the effect. If the BG is mostly light colors you can't get a glow to work very well. Here's what a setup might look like using blur and a shape layer for the chart. Took about a minute to set up.
