I'm having the same problem. Seems to only be an IO7 issue as i have tested on a buch of devices and it only happens in IO7. Can anybody at Adobe help?
Here is what I have found so far:
If I make sure the stage is larger than the animation, and no parts of the animation are touching the edges, the outline disappears.
However, I have done the above and still find the outline on several animations. So it is not a 100% fix but this did fix about 70% of my animations showing the outline.
Also, it seems the outline appears if the website page layout is dependent on the size of the animation. So if your animation size is "touching" your text, images, etc, the outline appears. I was able to get around this by assigning a table to the page and predefining the table height and width that holds the animation to be larger than the stage height and width.
These are just work arounds but it really seems that the outline is based on other elements of your website "touching" the borders of the animation.
Hopefully a fix comes soon.
Thanks for this Paul, unfortunately didn't work for me. None of my animation touch the edge and other element don't touch the animation (no touching policy!) The one thing that did work was setting the animation div to display: inline in my html page that holds the animations. Unfortunately that brought on other problems.
So I agree with you...hopefully a fix is forthcoming!

Elaine and I beat at this for a while and it looks like this is a bug in iOS since the outline flickers if you zoom in and out -- it's not stylistic, rather a rendering artifact.
Set a meta tag before your closing </head> tag to target the device:
<meta name="viewport" content="width=device-width, initial-scale=1.0, maximum-scale=1.0, user-scalable=no" />
You can fiddle around with the properties, but after trying this the outline went away.
