You can try delete/reset all PS references profiles, by holding down Command, Option and Shift keys while starting up Photoshop? Then a dialog box will appear asking if you wish to delete the preferences/settings file.
Note, after resetting preferences/settings, some of the Tools setting would be return to default.
I found that the slowing down is related to my Wi-Fi connection.
When I turn Wi-Fi off, every thing works in real-time again.
As I see it the problem is the connection to the Adobe server that slows my CC down.
How do I solve that?
I need my internet connection running!!
Would you please give some informatiom? Besides Pen tool, did any other tools slow: Brush tool, Type tool and anything else?
Btw, you can also check the Help>Update again to make sure all updates are installed completed, such as extension.

Every tool seems to lack or is a little behind my movement, it feels like moving in thick water.
The performance in filters and open, save is perfect, but drawing something is slow.
When I cut my WiFi every thing speeds up to normal, my CC is up-to-date.
No other program on my computer has this problem, so my logic still tells me that there must be a connection to Adobe servers when I lauch CC with my internet connection active.
And that connection slows down CC?
Same problem on Windows 8 64-bit.
