I did some research into the bug database but only could find one occurrence of the issue. The reporter said he added the AIR library to his build and it worked fine. But I'm confused by this as I am createing an AIR project in Flex Builder and I believe Flex Builder 3 Beta 3 comes with the AIR Beta 3 libraries and tools, yes? So how would this solve my problem?

I was working through some of the online documentation today and some new classes appeared (or at least new since the last time I checked.) I still see flash.system.Shell (which still isn't found.) However, following through some new examples, I found NativeApplication which seems to replace Shell as it provides the same property I was trying to access from Shell, namely .supportsMenu. (NativeApplication also provides the .menu property to build native menus, also previously Shell.) Now my menus are working in OSX and Windows. Hurrah!
