Why can't I get 100% load on my CPU?

      Hey guys,

I have this gaming / performance laptop: Acer Aspire V3-772G with i7-4702MQ (2.2GHz up to 3.2GHz), 8 GB DDR3, GeForce GTX 760M, 1TB HDD (I believe its not fast one, 5k RPM or smth) plus I also added Crucial M4 SSD 240GB drive.

My problem is that while rendering HD footage (I get material in various formats like wmv, avi, mov, mts, mp4) to H.264 mp4 file, I can't seem to get my CPU load to 100%. Its always around 60-70%. I also had one project with SD footage and that made it run close to 100% all the time.

My guess is that my system is bottlenecking somewhere in the hardrive section. My SSD drive is for system and software. 1TB is for material and renders, but I also tried to render to external HDD (USB 2.0 connection) - made no difference. I also tried to put my material to the SSD to see if that helps - no change either. Any advice on how to set up my machine to get maximum out of it?
