It has to be done with plug-ins. Search for "fixed layout EPUB" on InDesignSecrets.com.
Maybe that exporting a PDF will be what you want as it is also a fixed layout and can be readt on tablets with Adobe Reader or iBooks or a number of ebook readers. If it is containing mostly images you should consider that.
Keep in mind that if you use the InDesign route, you'll have to copy or re-create your text from Illustrator. When you copy and paste between Illustrator and InDesign, it will come in as unformatted text. Formatting cannot be copied.

I have recently seen the Blurb services and they seem very good although I still have to understand a little more about their pricing.
But they have a template that you can use to create the book in InDesign.
You could also just place your AI pages in InDesign to make the pages. I'm assuming you have them in a size that can easily translate to tablet.
And remember, only iBooks for iOS tablets work for fixed layout ePubs.

Thank you and sorry so long to reply to this. But in this time I have learn to do what I need with both illustrator and indesign. My set up is for Amazon and they are able to take my pdf files and my text is kid friendly lettering in illustrator so no concern about reflow at all. For my next 2 books which are graphic novels I will definitely be looking into EPUB3 and the ways it will help my process.
