Premiere Elements 12 crashes Windows 7 Pro x64 machine

I'm experiencing a problem when going to Publish and having Premiere generate a video file. I'm noticing that my CPU is pegged at 100% for all 4 cores. This happens during rendering when going to Publish and attempting to save the file to my computer as an MPEG file. I'm having a hard time understanding how to troubleshoot the issue. I've run CPUID HWMonitor which says that my CPU is staying around 70 degrees Celcius. I got these numbers when rendering in the Expert window not by attempting to export because it usually crashes my machine. My specs are below. How can I troubleshoot this? I'm attempting to make videos for the holidays as gifts and this is really setting me back.

CPU: AMD Phenox II X4 975

      RAM: 16gb

      Motherboard: Asus M5A88-M
