Why does Premiere Elements 11 export the final video project in two files? One is just the audio and the other is indistinguishable to Windows OS. This happens only when exporting to the computer and it doesn't happen when burning to a DVD. I am using all supported video formats and I am using a new computer the exceeds the minimum requirments running Windows 8.

When one gets two files - one Video and one Audio, it is almost always due to the Multiplexing setting. There are reasons to not have the file Multiplexed (both the Audio & Video Streams in one file), but when one wants them together in one file, they must set it, in the Multiplexing tab. Good luck, and hope that it helps.
