First, try quitting out of Creative Cloud Desktop app (from the gear icon, select Quit). Then relaunch Creative Cloud Desktop (in your Applications folder) and see if it gives you the option to download again.
Thank you Steve. Followed your instructions but it had no effect. Creative Cloud still says “you installed InDesign 11 days ago” and won’t give me the option to install it now. Any other ideas?

This happened to me for Acrobat XI a few days ago so I'm taking you through the steps I used.
Next thing to try is detailed in this Adobe Help file:
You want to rename the OMP.dbd file in the OOBE. This is a database of your installed apps. Apparently it has become corrupted. Try the steps outlined there.
