While it doesn't specifically address Premiere Elements (and probably won't help resolve your issue) the best article I've seen addressing the photoshop.com shutdown is at http://barbarabrundage.com/2013/09/16/pse-8-9-10-cant-sign-in-error-404/.

The matter may boil down to which themes that you are selecting in the regular and Instant Movie section of the program.
Are you selecting the ones designated for photoshop.com plus members only? If so, don't. They are no longer available, but often the messages triggered are still around.
If you give me the names of a specific regular and Instant Movie themes that are involved, I will double check what is going on with my Premiere Elements 9.0/9.0.1 and this matter.
Looking forward to your follow up.
Thank you for your response AT Romano, I'm pretty sure the theme I am selecting isn't for Plus members since it doesn't have a gold ribbon on it. I want to use the Picture Cube theme. Out of the 12 options for Theme, only the "Fun" Theme allows me to continue without signing in.
Please check out the screenshot of Picture Cube from my Premiere Elements 9.0/9.0.1 Disc Menus section. It is definitely a photoshop.com plus type. Does what you have look like this?
Do you have the Content installation disc for Premiere Elements 9.0/9.0.1 or did you purchase the program from online?
You may not have the full Content for the program. When you open the program, do you get any message about not having a full Content? If so, you can get the full free Content for Premiere Elements 9 from the following online location:
Please let us know the outcome.
Ok yes, when I look at the PhotoCube through disk menu then it has the Gold Plus sign, but not when I am selecting through Themes. Thank you for clearing that up!
Also, I have downloaded the Elements 10 content and couldn't get it to show in the actual application. I ended up having to manually copy/paste the files into my Elements 9 content folders, and it worked! Thank you so much!!
"It worked!" is great news. Thanks for the follow up.
I have a blog post on the Content download for Premiere Elements 7, 8, 9, and 10. Sorry the timing was not better and that I had not posted this link before.
But, you did a great job.
