Android (not Adobe) dropped all support for Flash player a year and a half ago. Adobe continued to release security updates for older versions of Android Flash Player, but even that ended in September. Since Android 4 and all future versions will be incompatible, it would make no sense to develop Flash Player for devices that cannot, and never will be able to, use it.

Android recommends using browsers that employ "server side" technology to play Flash content. "Dolphin" and "Puffin" are two such browswers that Android recommends (both are free in the GooglePlay store), but there will never be another Flash Player for mobile devices using Android.
