You get what you pay for. Elements is a $100 program, CS6 is a $700 USD program.
"Better" is purely subjective. It all depends on what you intend to use it for.
Elements is a different Interface with a lot more "single click" items.
CS6 is more extensive with a lot more features and, if you have Photoshop Extended, 3D rendering capabilities.
Scott Kelby says that Elements is 90% of Photoshop for 10% of the price. I suspect most people using it purely for photography would perfectly OK with Elements. I understand it even has features that Photoshop doesn't, and some nice features at that.
