Is your issue one where "it worked before but not now" or one where "it never worked before"?
What video card do you have on your Windows 7 64 bit computer? If NVIDIA, we may have an immediate answer, no answer/temporary answer. There has been an epidemic of Premiere Elements 10 users who have NVIDIA video cards and have display issues. The fix, for now, is to roll back the video card driver version rather than to go searching for the latest version of the video card driver. So, let us rule this factor in or out of the troubleshooting equation early on.
