Adobe are well aware of this problem, which renders most of the Windows-based CSx.x applications useless on 3200x1800 resolutions.
This defect does not keep them from charging their customers, though.
Adobe puts the blame on Microsoft, although this is contradicted by the fact that Indesign (one of the "younger" applications in the suit) works fine as well as plenty of other Windows 8 applications.
My guess is that resolution is not taken into account at all in those CS-apps, and Adobe desperatly tries to force Microsoft to revert the os back to some obsolete api that would make it cheaper for Adobe legacy software to conform to.
In the end its all about money.
You are at least not alone with this problem, it concerns all Windows CS- as well as CC users. We propably gonna see some fix pretty soon.

Last week Adobe finally delivered a permanent fix for Illustrator, I see.
