The downloads are huge and if you have an iffy internet connection they are probably stopping before being fully downloaded, which the extraction process can detect and give an error about.
You might try another browser or at least clear your cache on the browser you’re retrying on, so it doesn’t continue to use the partially downloaded file.
It also could be a virus-scanner or other internet-protection that is blocking access to the file once it is downloaded, so you might disable those sorts of things for the time you’re downloading, although make sure you’re download from an Adobe site, not somewhere else.

And if the download is through something called the Adobe Application Manager, then the browser cache is probably not involved, so then just the internet-security-disabling would be what you can do. If this is on a portable computer, you might try using a different Wi-Fi connection or plugging in an ethernet RJ-45 cable, which should be faster than Wi-Fi.
