I would call them tool tips and from what I've seen, there's no way to turn them off completely.
They can be turned off in Code View through the Preferences, but not in Design View.
EDIT: Maybe if we get enough people to request it here: https://www.adobe.com/cfusion/mmform/index.cfm?name=wishform it would be changed.

I see that this message is almost 2 years old, but I've been searching for this same issue for months with no luck. I have a client that insists on image maps, and while creating them, the yellow box over the image follows my mouse around like a huge yellow cursor, constantly covering my work. If it were a mere annoyance, that would be one thing, but this is a hindrance that has me considering alternatives to Dreamweaver for building HTML.
I've submitted a request as mentioned above, but I was hoping since this was first posted, there might be a solution somewhere that I'm just not finding?

Just figured out how to solve this on mine. Not sure if this will help anyone else. I noticed it only happened in certain files, so I knew it had to be part of something within the file. By removing certain pieces of the code and checking to see if the tip remained, I was able to narrow it down to a table I had that had cellspacing="0" in it. By removing that small bit of code, the Shift-Drag tooltip disappeared.
