1. Have you signed-in to https://creative.adobe.com/ once?
2. If yes, please try clearing Ai preferences once and then check if it gets enabled.
3. You can also sign-out once, relaunch Ai and then sign-in again and then relaunch again to see if it works.
4. Please check if there is no firewall in your computer that might be blocking the creative cloud connection at the backend.
Please let me know if any of these works.
In Illustrator, go to the Help pull down menu and sign out and then sign back in or just sign in.

I'm having the same problem with InDesign CC 2014.
I tried signing out and in, no success. (Help > Sign Out)
I'll try clearing preferences next, though I'm not sure how to do this.
what about photoshop? I am having this across all programs. Very sad it was not tested properly for this being the major feature of the platform.
Nothing has helped so far I am on Winodws 7 64 bit. I reset everything all the options back to default. It shows me connecting to the account but it will still not connect to the library panels. I have also tried relogging / restarting multiple times. Deleting the db files etc. There seems to be a major bug with this.
