If you are in the Premiere Elements 12 Titler, you need to apply any Style which includes a Stroke in order to apply a Stroke.
Once done, you should be able to dial the Stroke Weight in the Color Properties dialog where the Stroke button is selected.

especially the notes that address this point about applying stroke to text.

ATR thanks. I will try this for the stroke weight. I guess I don’t know where the style choices are and how I know if they include a stroke. I will try the detailed instructions you sent. Where are these instructions from... a book somewhere other than Mr Garsetti’s? Also I have not had any crashes yet with PrE12. I am now having trouble with text and animation. the text won’t animate as I have chosen and after I click on apply. will keep struggling a while.
