What version of Premiere Elements do you have and on what computer operating system is it running?
Assuming Windows 7, 8, or 8.1 64 bit for now....
Did you install from purchased installation disc or purchased downloaded installation files? Do you still have whichever? Do you have the purchased serial number. If so....
Then do what you did in the first place to install it. When asked for your purchased serial number insert it in the appropriate dialog along with
the other information (such as country).

I have Premiere Elements 11 and am using Windows 8 64 bit. I have already performed all of the operations you suggested and the program will not install. Can you offer more advice?
I think you need Adobe now, not other users

Before you head for Adobe Chat, go to computer, right click it, select Manage, followed by Event Viewer/Windows Log/Applications and look for an Error that appears to be associated with the event you just tried, Premiere Elements 11 installation.
Please further define "will not install"...
a. does it reject your purchased serial number at the very beginning of the Wizard
b. does the install stop when certain files are being installed
c. does the installation go through Finish, Restart, and the program cannot be opened by double clicking the Premiere Elements 11 icon on the computer desktop?
d. if you get as far as the Welcome Screen, does both Organizer and Video Editor not open?
If you are installing from an installation disc, did you try copying the installation disc contents to the computer C: drive and then trying to install the program from the Setup.exe there?
