Upgrade link for upgrading from 4.5 to 4.7 does not work.

I have Flash Builder 4.5. I want to upgrade it to 4.7. I read in the Adobe FAQ that Flash Builder 4.5 customers can download the trial version of Flash Builder 4.7 and request a Flash Builder 4.7 serial key. However the link "http://www.adobe.com/go/fb47_serialkey/" does not seem to be working. The page gets redirected with a message "Response Quota Reached".
