When you create a new sequence, those settings are on the Settings tab. Starting with CC7.1, you can change this setting for existing sequences by selecting a sequence and going Sequence>Sequence Setting...

When you say "12 minutes to render", do you mean exporting to Vimeo using Media Encoder, or rendering red timeline bar to green?
I typically do NOT render the timeline, as long as playback is smooth enough for me to see the results of my edits and effects. I'll leave segments red, as stuff all gets rendered when exporting anyway, so why do it twice? On that subject, if you render timeline to green, and in AME check the box for "Use Previews", that might save a little time by not re-rendering the actual effects, but that preview file still needs to be transcoded to the final output format so is still being "rendered" twice. Which begs the question, how good is the "Preview" codec being used and do you really want that extra generation of quality loss? I never use previews and that means that the final export format is rendered directly from the camera-original clips.
Hope this makes sense. As mentioned in another posting, if you can share your system specs, perhaps we can find a way for you to speed up the renders. Are you using Mercury GPU Acceleration? Makes a world of difference in performance. Sometimes just bumping up the RAM can help a lot also.

Thank you. Now I know what to look for I found a few Videos mentioning the same issue and how to remedy this.
I went into Sequence > Sequence Settings and changed the Video Previews size by half.
This has certainly helped however I certainly need to upgrade the Ram on my PC also.
Never had such issues using Elements however while trailing Pro this is all part of trying something new.

It was rendering the edits and effects - red line to green as you mentioned.
Sure I have got round the fact that rendering as little as possible is best until it become necessary and viewing at 1/2 rather than full.
I also went into Sequence > Sequence Settings and changed the Video Previews size by half. This again helped.
On greater inspection I need to double the Ram I have on my PC, didn't have any issues while using Elements however I have been trailing Pro for a few days now and these issues are cropping up.
Exporting the finished bit of video takes a while as does uploading to Vimeo however that isn't an issue as I just leave the PC doing this, it was sitting about waiting for the effects and changes to render to green that was getting frustrating today
