Same here, MBP 2013 OSX 10.9.1. Photoshop CC with same error.
Reset the preferences in PS. Start PS and immediatley hold down the option/cmd/shift keys. If fast enough you will get a reset window.
Just encountered the same problem, but as you said, you have to be quick. I got the reset window and now it works like a charm. Thank You.
Ive had the same problem for a week and only got onto support today and they were not helpful , so i tried the hold down the option/cmd/ shift keys before i started photoshop and the opened and it asked me straight away if i wanted to delete the pref file , i ok'd and it opened like new , so thank you very much Curt Y
I have the same problem but even deleting the pref file doesn't make sense. Any more ideas?
as strange as it may seem I fear it's a challenge for Adobe's Creative Cloud Cleaner Tool.
Sometimes - for whatever reasons - CC doesn't "want" to work. In this case you should CC completely delete and reinstall by help of Adobe Creative Cloud Cleaner Tool. What concerns your "I uninstalled Photoshop CC and reinstalled, but I still have this Problem" >>> A try to uninstall by own resources is not enough!
I quote: ... helps resolve installation problems for Adobe Creative Cloud and Adobe Creative Suite (CS3-CS6) applications. The tool removes installation records for prerelease installations of Creative Cloud or Creative Suite applications. It does not affect existing installations of previous versions of Creative Cloud or Creative Suite applications.

If necessary and for further questions and if "open" please use chat, I had the best experiences.
