It's the local administrator password for Windows, not your AdobeID.

Flash Player installs files to the Windows system folders, and that cna only be done by an administrator account. If you're logged in as a regular user it asks for the password so it can write to those protected folders.

It's the password you use to log onto your computer.

If you haven't set one up, (almost impossible to do, but it does happen) you need to do so either in your Control Panel (Windows) or System Preferences (Mac).
