Second, yes.
Third, the program doesn't guide you through creating a DVD, but my book does.
Fourth, the success you'll have working with any video in Premiere Elements depends on the video's specs, ie, what model of camcorder the video came from and what format and resolution it is.
Meantime, why not check out my free 8 part Basic Training tutorial series on Premiere Elements support site Muvipix.com? It's a great way to get familiar with the basics of using the program.
