Why did you have to reinstall Premiere Elements 12? And, on what computer operating system is it running?
At what stage of the "reinstallation" do you get this Error Code "1"?
Are you installing from a purchased installation disc or from purchased installation files from Adobe? Other?
I have not run into this Error Code 1 but I have seen it mentioned online.

Contact with Adobe Chat is a good idea. But I do not believe that the Adobe Chat Activation rep will treat this as a Premiere Elements 12 activation problem, and the rep is likely to transfer you to the tech service group once you repeat the details that you have written here.
In view of that you might consider the same basic link but pointing it to Downloading, Installing, and Setting Up instead of Activation.
My comment here is intended to help you avoid two long wait times, one to get through to Activation and the other the one for Activation to transfer your to Tech Service.
