Along with ATR's comments and suggestions, I also had issues placing a recent order with the Adobe Store. In my case, clearing my browser's (Chrome on a PC for me) Cookies, cleared up the problem nicely. Seems that one of the Adobe Cookies was killing Adobe Store for me.
Also, is there one spot in the order process, where things go wrong, such as maybe a credit card issued in a different country, than you are registered?
I forgot to mention one factor that might be of interest.
Have you evaluated Premiere Elements 12 tryout before your purchase attempt? It is a good idea to find out before purchase if the program is compatible with your computer environment and how it performs in it, making sure that it has the features that you need for your video editing projects.
