Sorry, there is no way to do it currently with FormsCentral.
With a PDF form there is possibility of preventing the user from submitting multiple times, but you can't guarantee it in all cases. For example, it's possible to edit a form that's enabled to work with FormsCentral so that it can submit only once each time it's opened, and this limitation could persist for a particular instance of a form if it's saved after it's submitted, but not if it's closed without saving.

I guess the next question(s) is how do you edit the form to submit once?
A- Using the form on Form Central?
B- I guess editing the submit code on the form?
Through a code down load then edit it in Dreamweaver?
Then an upload back to forms central?
What are the steps in other words?
George, or the Acrobat Forums can give more information on the steps to take editing the PDF to restrict submissions - but the workflow would be:
- Save your FormsCentral form as a PDF
- Edit the PDF in Acrobat - here is an FAQ on editing a FormsCentral PDF in Acrobat: http://forums.adobe.com/docs/DOC-3661
- Make the change to restrict submission (again, the Acrobat forums would be a good place to find instructions for this step)
- Following the steps in the FAQ in step 2 Reader enable the PDF once you are finished and you can distribute the PDF
