What did you do?
a. Change a computer's operating system from Windows 7 to 8.1 64 bit with the installed programs the same before and after (undisturbed)?
b. Or, are two computers involved...one with Windows 7 64 bit and one with Windows 8.1 64 bit?
c. If "b", were program installs involved, Photoshop Elements 9 and Premiere Elements 9.0/9.0.1?

I installed Windows 8.1 64 bit on my computer, and reinstalled most of my programs working on Windows 7. That included Photoshop Elements and Premere Elements 9. I did not know that one should use the Organizer to back up its own.
I had a backup done by Windows 7 using its default settings. I restored my data from that backup using Windows 8.1 restore. Is there anyway I can find my older Organizer data?
I have never done a Elements Organizer catalog restoration from a general purpose backup. I was and am not sure if it can be done and how easily. I came across the following FAQ online that you might want to check out. It talks about Backing Up Your Catalog (versions 6, 7, and 8). See the part about General-purpose backup.
Unless someone comes forward in the Premiere Elements Forum here with a definitive answer to your question, I think the best idea would be to place this question in the Photoshop Elements Forum here where Barbara Brundage and the team there could quickly give you the right answer on this Elements Organizer restoration issue.
