Sounds unusual Andrew - no software at all? Not even a browser? If you can't install anything I dont think you will be able to use Animate projects. They need to run in a browser - that is specifically what the app was designed for.
You could run something without it accessing the internet by placing all needed dependant file on a local server, but that still requires a local web server.
Sorry, wasn't clear enough. We will have a browser but that's it - Firefox 10. I wanted to be able to run everything locally without webserver or any other software. It'll be a Linux machine if that makes a difference.
As Zaxist said you need a browser. What you can do is give your user the whole folder and then make a shortcut for the html file. Then whatever default browser is on your user machine will open when the shortcut is clicked.
Make sure to tell your browser to not mess with the animate folder.
