I have recently acquired an android tablet (Nvidia Tegra Note 7) and Photoshop Touch. It's a great app but I have one difficulty with it - when I go to pinch to zoom, or to use two fingers to pan, it often (around 70% of the time) simply applies the selected tool to the image as if I had used one finger. I have to keep on undoing this edit and trying again until it zooms or pans correctly.
Is this a known bug, or am I doing something wrong? I would personally like a "hand" tool that I could use to ensure that my touches only cause panning/zooming and not inadvertant editing.
Make sure to give a brief moment before trying to do an operation such as zooming. (e.g., Touch with 2 fingers > brief pause > pinch zoom)
Touching and moving with 2 fingers also pans the image.

What I have found in the settings for my tablet (Nvidia Tegra Note 7) is that it has a feature where after the stylus is used, it disregards finger touch for X seconds (presumably to avoid accidental touches when taking notes, for example). I have turned this off, and this also seems to help the pinch to zoom feature in Photoshop Touch work more reliably.
