I see no support for a Premiere 6 project file (psq) opening in Premiere Elements (any version).
What computer operating system is involved?
Assuming Windows 7, 8, or 8.1 64 bit for now.
What are the properties of the Timeline media that you have in Premiere 6?
There is no changing the format of the Premiere 6 project file. But you can export the Timeline to an appropriate format that we can discuss next and then import that video into Premiere Elements 12 where you will probably need to cut it if you intend to do significant additional edits.
That is my take on the situation that you present.
My current machine runs Windows 7
At the time we created a video tape from this project and recently found a backup on CD's of the project.
We thought it would be nice if we could now create a DVD, so no further editing necessary.
I don't think we still have a copy of Premiere 6 which we can use to export the timeline.
Looking at your reply I would probably need to redo the whole project in PREL12.

I did some Googling on this type of question after I posted initially and came across that following that seems to address a similar situation, but the ingredients include Premiere Pro CS6.
I do not use Premiere Pro, so I do not know if your answer resides in putting Premiere Pro into the issue equation.
