Right-Click the audio clip in the Timeline and increase the Gain.
This will increase the available adjustment range with the 'rubber band'.

Increasing the clip's Audio Gain is a much safer approach,
and will give as much gain as you want... to the point of overmodulation.
Another advantage of increasing the clip's Audio Gain
is the waveforms will vertically expand and will be easier to see.

And the contention that adjusting the Audio Gain of a clip
might not provide enough gain is a fallacy.
And... why go through the extra steps of duplicating a track
when all you have to do is input a clip Gain level and be done?

What I can't understand is why two identical tracks can have a phase shift, unless you are saying that when a clip is placed in the timeline its position is not really precise.

That would not create phase cancellation.
..unless you are saying that when a clip is placed in the timeline its position is not really precise.
I am not saying that at all.
Notice I used the words "...could potentially..." in post #3.
Why tempt fate by using a cumbersome method of increasing
a clip's Gain by duplicating a track when the potential implications
are not fully understood?

I don't dispute that using the audio gain method is best. My experiance with one version of Premiere Elements did not allow me to increase the gain enough without duplicating the tracks. I was not aware tha Premiere Pro did not have that limitation.

You actually can't add more than 6dB of Volume. This is all PP offers. The Gain parameter is the best way to get more.
