Set your DVD output to a folder on your hard drive and then use the FREE Imgburn to write the folder to your DVD... (send the author a PayPal donation if you like his program)

What computer operating system are you running Premiere Elements 12 on?
By DVD, do you mean burn to DVD disc DVD-VIDEO on DVD disc or burn to AVCHD on DVD disc?
Do you have any other burn software on the computer that might be competing for the burner?
You might consider
a. Sign Out, from opened project Help Menu/Sign Out....close out of there
b. Uninstall ..... usual Control Panel Route
c. ccleaner run through (regular cleaner plus registry cleaner component)
d. Reinstall with anti-virus and firewalls disabled.
If you are in a time crunch to get your Premiere Elements burn to produced and out for viewing, then there is always the burn to folder. If that cannot be accomplished, then the issues are deeper.
Please let us know the outcome.
