Effects --> Distort --> Transform
And you may need to pre-compose the stuff.
Turbulent Displace doesn't have a dircetion on it, if the displacement is moving, then you have to manually animate the position. So just move both the x and y, instead of just x.
That really seems obvious, am I missing something?
I've tried that but all it seems to do is rotate the entire layer, not the direction the effect is running. It seems like it's something that should be easy to do, but maybe it's more complicated than I thought. I've attached a quick PDF which may clarify what I'm looking to do.
Rotate your footage first, then precompose and displace that composition. Rotate back and you should be good.
Just make sure to change the underlying composition to square so you dont cut off the top and bottom.
