Sorry, Installed PRE12 on a HP EliteBook 8570w, Updated my Nvidia Quadro K2000M drivers yesterday.
Win 7 x64, 8GB RAM, Intel i7 -3700QM CPU @ 2.6GHz
HDD 450 GB free space
Shortcut is "C:\Program Files\Adobe\Adobe Premiere Elements 12\Adobe Premiere Elements 12.exe"
1) Click shortcut
2) Opens PRE12 to Orginozer / Video Editor screen
3) Select Video Editor
4) Opens Existing Projects vs New Project selection
5) Click NEW Project, wait 5 seconds get an error Adobe Premier Elements 12 has stopped working
6) Click OK
7) Item #4 window still open with a NEW Project selected but nothing happening
Adobe PRE12.exe Process still running at 00 CPU 67k Memory
1) Click Video Editor i/o New Project gives me an open folder, CLick OPEN, wait 5 seconds get an error Adobe Premier Elements 12 has stopped working
1) Click Organizer, opens organizer
Click in Adobe PRE12 folder, Adobe Premiere Elements.exe I immediatly get the error Adobe Premier Elements 12 has stopped working
Tried uninstall/reinstall numerous times. I did register
What else do you need to troubleshoot>
Have you ensured that you have the latest version of Quicktime?
Have you gone to the nVidia or ATI web sites and ensured you have the latest driver for your graphics card?
Which graphics card do you have?
Did you get a desktop icon for Premiere Elements 12 when you installed it on your Windows 7 64 bit?
If you do to the Adobe Premiere Elements.exe file, not Adobe Premiere Elements 12.exe, in Program Files, right click it, and select Run As Administrator, does the program open to the workspace when you later double click the Adobe Premiere Elements.exe file?
Yes Quicktime was also updated to latest

Run as admin for Adobe Premiere Elements.exe does not get me to the workspace either, it stops before the 12.exe file.
Installed the update just now and will see what happens

What update did you install? The only update I can think of is the one for Camera Raw. Is that the update that you just installed? That would not be expected to help.
I just wanted to make sure that Premiere Elements Adobe Premiere Elements.exe and Adobe Premiere Elements 12.exe were each set Run As Administrator to take that factor out of the troubleshooting considerations.
The update was from a check for updates from Photoshop CS6. It found 4 updates for various apps and PRE12 was one of them
It had to be for the Camera Raw Update as it applies to Premiere Elements 12.
The Camera Raw dialog (for editing raw images) will not open in Premiere Elements 12 as it does for Photoshop Elements or Photoshop. That Camera Raw just allows you to open raw or dng images in Premiere Elements to use as source media.
