What operating system are you using?
That's on a color balance adjustment layer?
Resetting the photoshop preferences and also making sure you have the latest updates for photoshop might take care of the problem.

yes, I went to the add layer color adjustment, it opened the layer and gave me the properties box, but the tone section is grayed out and only changes midtones.
Thanks saw the link and went to it. Thank you for trying to help me. After about 2 hours of not working and me trying to figure it out, it just started working again on its own. weird!
Do you have the latest updates for photoshop cs6?
I have that happening to me as well regularly on CS6. It also does it most regularly to the Curves layer, and more rarely the Hue/Saturation layer. For the Curves I can just select from the top right corner menu "Auto Options...", cancel it, and it brings back the greyed menus, but for Color Balance nothing works as far as I can tell. Opening and closing the psd (not Photoshop) doesn't work either, you have to close Photoshop and reopen. It's really annoying!
I am having this same problem, can't figure out why. I also find the only way to get it back is to restart Photoshop completely. Very annoying.
