Answers are in details. I am not understanding your question as written.
What version of Premiere Elements are you using and on what computer operating system is it running?
What do you want to do...just import media into a new project...just make the appropriate Add Media (Premiere Elements 11 or 12) or Get Media (Premiere Elements versions earlier than 11) choice to put your video into Project Media (versions earlier than 11) and Project Assets (versions 11 and 12).

As you see lots of ways to go with your question without details.
Keep in mind that, when you import a video into Premiere Elements, it is a copy that you see in the project. The original stays unchanged at its hard drive save location from which it was imported into the project. But, it is essential that the copy in the project traces back to the original where it is saved. If you break that trace back, you get into serious media disconnect issues.
